If you have installed Balatro through Steam, open the game's install directory through the Steam UI. Right click the game, click 'Manage', then click 'Browse Local Files'. The 'Balatro.exe' file will be in the opened folder.
Accessing the game files on mobile or on console would required a rooted device.
